What a Google Play gift card actually is
A Google Play gift card is a prepaid code for the Google Play Store. People use it for apps, games, in-app coins, and subscriptions like YouTube Premium or Google One. It is not cash and it cannot be moved to Google Pay or a bank on its own.
Crucially, the code is tied to the country it was issued for. A US card only works on a US Play account, a UK card on a UK one, and so on. That region lock is exactly why a foreign card is awkward to spend in Kenya, and why selling it makes more sense.

Google Play cards come in set denominations, such as $10, $25, $50 and $100 for US cards, or £10, £25 and £50 for UK ones. Two things set the KES value: the region and the amount. There is no single shilling rate that covers every card.
